Basically, he was walking around aimlessly, didn't look like he knew where he was and could have possibly been drunk and/or high. He also has had the same hairstyle for the past like 20 years. He was in Providence because he was playing a show at Twin River.
What an obscure person to be walking around a local mall, and yes I'm throwing a peace sign because i'm a (very) white girl.
