Rachel/Joey was by far the worst attempted pairing.
ETA: Ross was a terrible boyfriend but at least the genesis of that couple had a backstory and a buildup so we could see how it happened. Rachel and Joey just came out of left field and the execution was terrible.

I think it's often both (even if they aren't conservative per se, they're still judgmental about a woman's sexuality) BUT I would guess that they are more concerned with making money than their morals. If having Monica be a ~slut would definitely increase ratings and make the show more profitable, they probably would have done it in a heartbeat, morals be damned.
