It's a tenuous attempt to make her refusal to sign his specific NDA look petty and unreasonable. They'll attempt to find ones close in language that she's accepted, then wave them around like the difference isn't what he was attempting to stop her talking about.

With the side bonus of being time and resource consuming, and subjecting her to a lot of unwanted media attention as people pour over all the juicy financial details of her agreements. The legal system makes an awfully effective weapon for abusers...

I stay disappointed in the legal system. That was an obviously vexatious request - I have no doubt they'll manage to find dozens of non-disparagement clauses, but there's a material difference between being asked to sign a standard corporate "I won't call your CEO a moron in public" clause and being asked to sign one that would prevent you speaking about your abuser's abuse.
