The old Bailey would have told Arizona immediately that these interns weren't banned permanently from surgery and that they were just on a short time out while they did a refresher on the basics, which isn't a terrible idea since they are currently being questioned by lawyers for what they did. Arizona's argument was that this won't prevent them from making mistakes, but there is a difference between an oopsie and deliberately breaking hospital protocol. A DNR is a legally binding document and ignoring it means you have opened yourself and the hospital up to a lawsuit. Lucas did a procedure that he should not have done on his own. These weren't just whoops, I made a mistake. These were interns who made very deliberate decisions because they thought they knew better than the rules that are in place. The fact that Bailey is punishing them by making them practice basic skills isn't necessarily a bad thing. They need to learn that there are consequences for their choices.
