Again, I do think foreign films should be exempt from the rule as some markets are not as diverse. Especially if you are only factoring in minority groups and not diversity in other factors out the US market.

The rules.
The first is "on-screen representation, themes and narratives". Eligible films will have to meet one of the following:
-One lead or significant supporting actors from an under-represented ethnic/racial group
-30% of the ensemble are from under-represented groups (women/POC/LGBTQ+/disabled)
-Storyline/Theme focuses on the aforementioned underrepresented groups
The second is representation on the "creative leadership and project team", where one of the following must be met ( ... )
