That's poorly phrased. Monaco is eligible to compete every year, they have just chosen not to since 2006. Same with a lot of other countries, e.g. Lebanon (last attempt in 2005), Morocco (last time in 1980), Turkey (last time in 2012) or Algeria, Tunisia, Libya, Egypt (never participated but absolutely could)...

It's my understanding that participating is rather expensive, which was expressed by countries like Montenegro etc. as an explanation why they cannot do this every year.

From what I understand they actually have been ineligible for a few years because their former national broadcaster is no longer part of the European Broadcasting Union after it was bought by a French media company. They'd stopped participating a few years before this happened though.

The government of Monaco just launched a new national broadcaster which is part of the EBU, so now they could theoretically take part in Eurovision again.

Okay, that would explain it. Thanks for letting me know. I tried to find anything on it though and it says MMD has been part of the EBU since 1994. I'm not saying it's not true, just I couldn't find anything on it.

monaco is eligible for next year because they have a new broadcaster who is actually willing to do it but tbd if they make the application cutoff in time for 2024, if not 2024 then 2025 is possible and they may also wait to see how luxembourg does since they're confirmed to be back for the first time in 30 years
