I feel like there's got to be a reason there is a Morpheus Who Isn't Morpheus, like either real Morpheus is out there somewhere and this guy is an imposter or something, or Neo can't see real Morpheus until he ~accepts his past, something like that. It doesn't make sense otherwise.

Exactly. I don't believe that they refuse to have Morpheus come back without very very good reason because well, he's Morpheus! lmao like he's so popular people were LIVING when Laurence Fishburne and Keanu reunited in John Wick.

I wouldn't mind the Neo can't see him until he accepts his past angle. That could lead to an amazing reveal.
