i've never watched this show but do they change the cast every season even if the character hasn't really aged?

Every two seasons and yes, with like, one or two tiny exceptions for cameos.

Each season is about a decade so the aging up makes sense, but what people find jarring is they don't really skip time within the show, so they're going to jump directly from 29 year old Josh O'Connor playing 42 year old 1990 Charles to 51 year old Dominic West playing 43 year old 1991 Charles. Some suspension of disbelief is definitely required.
