She was brought over to PPL by the show creators because her CW show got cancelled (the one with Joanna Garcia) iirc so people clearly like working with her for whatever reason.

I never thought she was significantly less popular than the other three though.

yeah, maybe she just has a good rep in the industry but at this point, three shows of hers as lead have tanked. idk, i always felt like no one gave a shit about her character and main romantic relationship whereas the other girls/ships had psychotic fans. i don't have anything against the girl, it's just she's not gonna happen
