Yeah- unfortunately it’s not illegal and behavior: training is not a regulated industry in the US.

I honestly thought everyone knew how bad they were until I was at the park with my dog who was about 3-4 months old. We apologized that he got jumpy with a lady at the park and she immediately started gushing about how great shock collars are and how we needed to get one for him right away. I just looked at her in horror and walked away I was so shocked.
