Given how open and vocal she has been about the situation, whatever they offered her had to have been significant.

And that is the problem with fines not being proportional to income and assets. You can just pay the fine. If a smoking indoors fine is $50 for everyone, then someone who makes 20k a year is going to feel that way more than Simon Cowell.
