NASA gave Elon the contract so in a way they are funding it. But before that Elon funded all the development work that led up to winning the contract. SpaceX has been around for 18 years. Commercial Crew has been in the works since before Shuttle ended, companies such as Boeing bid on this projects and got funding from NASA along the way.

mixed feelings, Elon Musk's involvement and all the other billionaires taking over NASA kinda sours this for me. Plus what is going on in the world seems like nothing changed in 50 years.

Yes to this. R&D spending is teeny tiny compared to defence, imagine what can be accomplished if that money is put to good use.
