I gave a stylist at one of those salons in the mall a nearly 50% tip. Granted it wasn't a very expensive hair cut but it was after a surgery and she was polite and made me look and feel pretty after a few weeks of looking horrible.

They were saying they don’t TIP more than $10, not that the entire haircut is $10. The haircut price is based on time/hair length.
