I think there's a thin line when looking at the legal terms of prostitution. A hotel/bar doesn't want clientele coming because they've heard the waitresses or hotel staff will sleep with patrons. Idk it's all very murky but I think it boils down to they don't want the staff to be fucking around at their place of business.
