Under other circumstances, I would agree. However, there are still people who were turning into monsters and attacking anyone nearby. It is difficult to tell who was infected by this plague and who was not.

things do not happen at such a scale without somehow seeing the cause of it

No one knows if the victims are alright or not. I am assuming that a few people have died since this whole nightmare.
