[Food is half the reason why Amelia leaves the apartment--between that and the growing crowd, she's definitely missing the space she had when she'd lived alone. She's heading towards the very place Sanji mentions in the journal, although she doesn't pay particular attention to the entry. She doesn't know the guy, after all.
Which is why she doesn't recognize him when she comes upon him floating around. Amelia stops and watches for a moment, then slowly shakes her head.]
So coooold~! I love that part of this Miss, too~! [wiggle wiggl-- oh wait, back to business. He fishes out a menu and begins walking on the ceiling, in the direction of the tables]
[...Dear lord, what is that man doing with his hips?!
No, Amelia doesn't actually want to know. And she definitely doesn't want to watch, so instead she just walks straight ahead to a table, doing her very best to ignore anything and everything that defines the man on the ceiling as a flirt.
And since he's on the ceiling, Amelia's not going to risk any drinks that might stain or get sticky.]
Right away, then~! [He kicks himself off the ceiling and heads straight into the kitchen, twisting away to avoid any bodies or walls. This is actually a job he gave to Sayo, but seeing as she's not... available...
Before the thought is complete, Sanji turns his back on it and just concentrates on getting the lady a glass of water. Then he floats back in the dining area. His condition aside, he's every bit his professional self when it comes to serving, and gracefully sets it down (and the menu) in front of her.]
I can give you a few minutes to decide, or maybe you'd prefer a recommendation?
[Well look at that: he's not a total idiot. Good thing too, since Amelia would have been sorely tempted to take a few shots had that water ended up anywhere but safely on her table in it's glass.]
No thanks. I'll pick for myself. [If you want cold, stranger, you've got it. Amelia's all but ignoring him in favor of opening her menu. Hopefully it works out that she can just pretend this guy and his jello-spine just don't exist.]
[He's dealt with far colder, and the woman's temperament slides right off him. He gives a short bow - which seems strange when he's still somewhat in the air - and responds]
Alright then, Miss~! I'll be back shortly for your order. [Off he shoots, presumably to gather other orders and swoon after other ladies, but six, seven minutes pass and he's on his way back, just as excitable as before]

But, weirdness aside, he's keeping the flirting down to tolerable levels. Maybe he'll actually leave her alone after she orders, and Amelia can eat in peace.]
This. [Amelia points to a certain item on the menu, then holds it up toward Sanji.]
I got back here today after three weeks. [His tone doesn't tip to any particular emotion when he says it - at this point, it's just the truth. He takes a look at what she's picked, calculating the time it will take to make it, and then finishes up absentmindedly]
Just a shitty experiment. Give it a week, and it'll disappear like everything else.
[Interest!... of the depressing kind, no less. Sanji's taken back by the sudden enthusiasm and looks up from the menu. Is she new here, he wonders.]
It depends, I'm afraid. [He hesitates, but figures giving her the truth is far less cruel than forcing her to find out the hard way] They can keep people for months, though that's rare.
[And her second question... hn. He slips the menu under his arm, thoughtful and somber all at once] They can do just about anything. Once they turned me into a damn ten-year-old for two weeks. [And that was probably the kindest they'd been]
[Well, he couldn't have been expecting interest of the interested kind, right? And she's definitely depressed, on hearing that. But determined none the less. Maybe she can still find out something.]
You said you just got back. Do they--did you see anyone else from the village? [And now the words come out faster with Amelia not quite meaning for them to, but worry does that.] One of my friends got taken, and if I could find out anything about how he is, it'd be a huge help.
