I suspect it's because of his dentures or dental implants. That sound is very common with false teeth.

This. NO ONE who is running for president of the United States should EVER joke about wanting to be a dictator. That is fundamentally against our core values of freedom. It is fundamentally wrong. What the hell is that man thinking??
