Can anyone confirm that this works for "ANY" smartphone, inclusive of those outside of Japan?

I have my discs pending to send with HSJ's album, but if it works for smartphones outside of Japan, I wouldn't mind having them ship prior to Jump World's release.

Well I have confirmed it! >.< Used my sister's HTC and it worked ^^ btw I live in Sweden :) But maybe it's too late if you will have it shipped with Jump World's release because the release date is June 6th ..

This seems to be true. I saw the same message in Johnny's Web iphone app.
I could not find it in their official website though, maybe only available for smartphones.
Unfortunately, the instructions are written in Japanese, so I am not sure how to follow the steps.

Actually you will have to visit Johnny's Web app to get the bonus songs however the "http://je-cp.com/nyc_haina" site shows where you can download the app. It's quite easy to navigate even though you can't understand japanese! I agree with you, they should have an English version of the app!
