Young Frankenstein won the 1975 Hugo for Best Dramatic Presentation and the 1975 Nebula for Best Dramatic Script (the latter awarded in 1976, but with eligibility covering December 1974 when the film was released). The monster singing isn't mocking him for his disability. His terribleness isn't the point of the scene. He's being encouraged to show off how much he's learnt - the progress he's made - and Frankenstein is proud of him.

The monster is not embarrassed: he's giving it his all during his moment in the spotlight.
The fact that his best is a splendid catawaul at complete counterpoint to the song is hilarious to the cinema audience, but we can still appreciate the effort put into it.

Yeah, people having difficulties with speech still hits too close to home for me for it to be very funny.
