I'm a bit confused about the way the UK government is dealing with EU nationals living in the UK. From where I'm standing, it seems like a majority of the Brexit voters were motivated by a desire to have less/no EU nationals living in the UK. Then how could anyone give any assurance to the EU nationals living in the UK that their right to live in the UK won't be rescinded -- especially since 'Free Movement' seems to be off the table for the UK government?
Yes, there are top researchers in UK universities that are not UK natives but from EU countries -- but did Brexit not make it crystal clear that the UK population doesn't want them in the UK?

The U.K. government simply has not made its position clear on any of this. They are fully empowered to make an assurance to all EU nationals, or any subgroup eg researchers, and equally could make a clear statement that they are all being chucked out. But there is no defined policy as yet.

Some could argue that the full UK position need not be revealed until Article 50 is formally triggered. My view is that it's fully appropriate and sensible to start sending signals now on crucial issues like this.
