Finland has always sent foreign graduates home. If you are here on a university visa, you can't apply for permanent residence. You must graduate, go home, apply from there, wait for months, and move back. I'm not sure anyone has ever actually done that, though.
Most people don't appear to understand that this is both stupid and bizarre.
Obviously doesn't apply to EU citizens as they have an automatic right of residence.
