I haven't actually finished this, but I've simply lost interest; despite having read the two previous volumes in the series (this is the tenth) I can't remember why I was supposed to care about any of the characters, and I'm going to do something else with my time.

It's clear you're not the intended audience for Girl Genius; in future years you should probably spare yourself the effort, because it's not going to change its essential character.

That said, it's almost certainly going to win again this year, because it IS hitting its very large target audience very well, and that target audience clearly has a large Hugo following.

If I buy a membership for next year, though, I'll be nominating Namesake in that category. This comic gets more amazing every week.

Yes, I think you're probably right on the first two points.

I haven't looked at Namesake before - is there a good place to start?

At the beginning. It's only about a year old so going through the archives is not too onerous.
