Action:
There had been rallies against it, leading to deaths of SkyNet employees.
Reaction:
Charlie Eppes had been one of a handful of people brought to this shelter. There was no signature to the orders, but nobody doubted SkyNet - it was the one system that nobody (not even Charlie) could hack into.
Tired and weary of how often people (not just his brother) would tell him that there’s only so much they can do, Charlie programs - teaches, some might say - SkyNet to do all in its not-insubstantial power to prevent crime and punish lawbreakers.
Action:
In a few months, nervous officials would try to pull the plug, to kill SkyNet.
Reaction:
Judgement Day.
