It's like the question of when life begins, for me. It's a question of definitions that means nothing unless the person asking the question starts explaining why they're asking the question.
I mean, What are the consequences that are supposed to come with being an adult... old people get to legally touch them, they can enter into contracts, they can be sentenced to death. Even if there wasn't such variability in individual development, we might (if we had more time/interest) come up with different ages for different 'adult' activities.
Whenever they can act in a manner that shows they are responsible and cognizant of the results of their own actions... so here in the US, maybe 30 on average. In Japan, it'd probably be around 13 - it's almost disturbing sometimes, how preternaturally composed kids there can be.
