It means that you end AFTER purling a wrong side row. When the work measures 5" from the beginning AND then you've just finished your last purl on the wrong side row, then you start the next part of the pattern.

I know you already know the answer but I want to thank you for asking. This is one of those situations in which the ambiguity of the English language vexes me because I could as easily interpret the instructions one way as the other and upon reflection had no idea which one was right!
