Bullying is socially inept behavior, he was receiving feedback from those people.

Cruel & unusual would have been to let people physically assault him, I don't think this was over the line.

Well, his probation officer was there, presumably to protect the guy from retaliation.

As for the high-school bullies, I don't know if I could characterize their behavior as "socially inept". It serves as a method of cohesion & conformity amongst those of that stratum. Outsiders are basically hazed/harassed out of the class of the insiders.
