Yeah, pretty much. Since it seems not all that many people know the rules to regular football.

What's the difference between touch and tackle? [Pause.] Is it like playing tag with a ball?

Touch is, yeah. You place both hands on the person with the ball and they're counted as down. When you play tackle, they're not down until their knees (or higher) hit the dirt.
