There are mechanisms by which massive changes in sea level could cause volcanic eruptions, because the shfiting burdens of ice and water at various points on the crust can affect the altitude of the crust and the relative pressures exerted on the mantle. But a mere change of inches or even a meter or so wouldn't do this -- you'd need the sort of warming that happens at the start of an interglacial, where sea levels change by dozens of meters. For examples of what I mean, look up "Younger Dryas," "Black Sea flooding," etc. Basically you'd need whole icecaps on the scale of Greenland or a good part of Antarctica to slide into the sea.
