The whole premise behind "Campaign Finance Reform" is flawed, because it must inevitably be an attempt to regulate political speech, which is the one thing that the Constitution most definitely forbids. In practice, it will always lead to the party in power trying to disallow contributions to the party out of power; should we ever evolve into a dictatorship, it will be one of the dictator's most potent weapons for remaining in power while preserving the fiction of a Republic.

One of my better memories is that of a California State Senator responding to a spokesman for a large company who said, "If you can't see your way to voting for that bill, I don't see how we can support your re-election bid." He responded, "You know, I don't either. But this is a great country: you can support my opponent in the next election cycle, or me: and for both of us, you will be a constituent, as will Mrs. Rosewater, whom I am now late to meet. Excuse me, please."
