(I used PSPX) in a simple tutorial that uses color layers and hue/saturation.....


Take your base
and duplicate it to soft light:

Take the color #090e27 and set it to exclusion

Take the color #f4eea2 and set it to Multiply

Now make a new hue/saturation layer and set the saturation to +50

Merge and add any brushes/text
