Those Aussies are very demanding with their passport photos... subject must be: eyes open, looking at the camera, face straight on, mouth closed, neutral expression, no shadow behind subject, and the face must be between 32 and 36 mm from crown to chin (hair not included). That's a little tough with a baby:

By the way, the idea of such specific requirements for a passport picture for a little baby just seems silly. He's a baby. What sort of trouble could he get in? And what's wrong with some shadows? He's a baby!
