Risa is a really shady concept, isn't it? It's a planet of people who will fuck anyone in sight, so the Federation think it is an awesome holiday destination but isn't it a bit exploitative? It's nice sex tourism because the inhabitants are all whores?

If nothing else those episodes tend to act as a showcase for how bizarre Trek is about sex and sexuality. And it probably says a lot that they have to travel to a specific planet if they want casual sex.
