It sounds like Joe and Charlie would get along really, really well. XD I could see some hissing spitting if he poked his nose into her business a little too much but she's quick to forgive, forget, and go on her merry way.
As for Lilly, that's a little trickier. They'd probably get along well enough in letters because they both seem verbally inclined but I'm not sure how they'd get along in person. I could see Lilly admiring him for being a lot of things she isn't but he'd probably strike a lot of nerves with her because she's so sensitive and takes everything so seriously. She might misinterpret his inclination toward laughter as laughing at her and be hurt, take offense to it, or on the rare occasion, just get angry. He'd still get the same polite treatment everyone else does but the reception might be a little chillier. Lilly also's extremely private and kind of a control freak and Charlie poking into her business or meddling wouldn't endear him to her at all. As for Lilly, charming girls from the future does have its appeal, hoho~ And yes, he's very chatty, I can see them getting into some really interesting conversations. He would try and get her to loosen up not-so subtly, and any cold-shouldering might fly right over his head for awhile, sob. It'd go both ways, though. Realizing he's able to offend someone through just letters could help push him to be more serious.

Charlie's obtuseness would probably be good for encouraging Lilly to be more assertive and direct. XD She'd listen to what he said, whether or not she agreed with it and yeah, I could definitely see them having some interesting conversations. :D I also think if he made an effort to be more serious, she'd reciprocate by trying to lighten up more and meet him halfway.

Charlotte is probably going to have a bit of a hard time with him. Being the serious president that she is, and him being... a very friendly boy. I think if he's all flowers and sunshine and jokes with her, she's not going to be sure how to respond at first. However, she does tend to take on a motherly hen attitude towards people as well, and an older-sister instinct with an older-brother instinct might make it easier to at least... semi-get along with him.
And Ama IS a friendly, unassuming crazy daredevil type, so I get the feeling they're going to get along just fine. It takes a lot, short of offending her family or friends, to insult her. And since most of the guys she's written to have been kind of way too formal, Charlie would be totally refreshing.

Haha, if Riff ever has the misfortune of getting on their bad sides at the same time, they can gang up on him together xD; In, er, very different ways. Actually, he may get into trouble with her eventually for that reason, fights are decidedly undiplomatic. It'll be interesting to watch play out, whatever happens. Also, I read in her CR post that she's weak to flattery~ Charlie will have a lot of fun with that, once he catches on xD
And aww, Ama. More intriguing tiny girls, yay \o/ Of the ladies of 2012, he'll probably click with her the fastest once they get to talking. And if that's the case, he might try to enlist her help in pranking them xD They're much more amusing when they're riled up, after all~

Adding for Riff, "yappy terrier" is now officially Riff's mental classification for Charlie. It goes under "I wouldn't kick a dog for being annoying therefore I will not kick my roommate for being annoying, no matter how much I REALLY want to". He might even use that to describe Charlie aloud (in the 'nicest' way possible), if he knew it'd bounce right off Charlie.

Locrine might be a little overwhelmed by Charlie's cheerfulness from time to time, but he'll definitely never complain about it. He enjoys being around positive people and Charlie's occasional company could obviously do him some good. \o/ Locrine is not a difficult person to get along with, so they could probably make decent friends. The only issue is that Locrine will probably take Charlie more seriously than he wants to be sometimes. Otherwise they can ttly discuss reading things and junk.
COME TO THE LIBRARY, CHARLIE~ WE HAVE GOOD BOOKS.

It'd be gloomy even if they were baking funfetti cupcakes and listening to Spice Girls :I <3 But yes, the library will likely be a regular haunt. Charlie'll try and keep his humming at a minimum, JUST FOR YOU, LOCRINE. He'll probably learn to reel in his teasing a bit to keep Locrine from taking any of it too seriously, haha. I think they'll get along just fine too :>

And you already know how Lester works. They'd probably get along fine. Mostly because I also have a soft spot for fellow Justices.
