I agree with the rest, too, of course, but I think that #6 can really help with a lot of the others.

The catch is that in the first year, the first (sadly not the only) coup attempt happened as the bylaws were being written, and because of disagreements over what should go in them. The question then becomes how Pagans should act before/as bylaws are written.
