Under your description how they're living, I'd say no. I can't think of ONE time it's okay. Which pretty much goes for the rest of the way I view life.
Just the natural human impulse, usually in the face of insecurity about one's own position in the Universe, to destructively tear down stuff that isn't like them. Humans criticize by nature.
Or maybe there is something wrong with the practices being derided. Those claiming to be Wiccan, who are not in some significantly practising Wicca should be properly labelled as 'misinformed' or 'lying'.
To say someone is "quietly going about doing what they do" is fine, so long as they don't do anything to invite criticism.
I've always felt that a person's personal spiritual and religious practice was just that: personal. It's not for me to be publicly judgmental is my neighbor wants to worship the Great Albanian Socialist Potato by getting shitfaced-drunk on beer-and-slivovitz boilermakers while wearing a black-and-purple union suit. And he's perfectly free to teach his religion to others who think it may address their spiritual needs. Even if I do think he's making himself look like an idiot by doing all of this. After all, ALL religions, without exception, look equally silly when viewed from a point significantly outside their internal frame of reference

A person claiming to be a Wiccan who insists that celebrating the Great Rite in his tradition requires that the celebrant have sex with a goat ... "BTW, you're stupid, and your kids look funny."
As though the children didn't have enough to deal with, having a goat for a parent.
