Yeah, I could see him turn clingy if sufficiently traumatrized. I hear where you're coming from though. I wrote a fic recently and had Will sort of depressed/dispondent and I kept wondering if it was just too ooc. It's a fine line I guess.
What might be a good idea is have Will remark (though not necessecarily aloud) about how different he now is. He could be disgusted with what he's become or just really surprised by it. Something like, "I used to be the protector type and look at me now!" By doing that you make it clear that Will's aware he's acting differently. Other characters can remark on it too. I figure by explaining why he's acting differently (which you're going to do by having something bad happen to him) and also acknowledging it openly (ie, having a character mention Will's not himself) you can get away with more believeable ooc behaviour.
I can't really see Will being okay with Elizabeth being with Norrington - at least not right away. I could see him saying he was though, claiming it. Let's say for a moment that Will

Oh yes, I was planning on Jack saying something about it. He was gonna talk to one of his friends about how he's different and he's not sure what to do for him... Or something. I'm still plotting. ^^;;;

I can't really see Will being okay with Elizabeth being with Norrington - at least not right away.

"Elizabeth deserves to be with someone who can protect her, and that's obviously not me anymore." Yeah, he could totally be like that. However, I don't think he'd be okay with it - more like grudgingly allowing it for the best.

It'd be another blow - not only is he unable to take care of himself and is dependent on Jack, but he also has to be noble and do what's best for Elizabeth.Yeah, exactly
