My hair sounds similar to yours and I live in a very-hard water area. I have been successfully no-pooing lately by washing my hair in water and then rinsing it with a cup of white vinegar made up to a litre with lukewarm water and massaging it for a minute. Then rinsing through again with lots of lukewarm water. I don't know if this is good for my hair longterm, because I've only just started doing it, but it detangles the hair and gets rid of that horrible waxy feeling.

I have hard water and the same problem... I started using more baking soda and less vinegar (acv has natural oils that can leave your hair greasy if you use too much... how much is too much depends on your hair so just experiment). Half the time I use a witch hazel infusion instead of vinegar, and it leaves my hair much cleaner, also I do a clarifying wash once or twice a month as I feel like I need it with a natural, non-sulfate/paraben/-cone shampoo.

I think the nasty build-up comes from the way the minerals in hard water react with the BS; they prevent all of it from being rinsed out, or something like that. I'm not really sure. Someone else will probably know much more than I. :)

I have heard of people's using either boiled or distilled water to make the BS mixture with to negate the effects of their hard water. I haven't had to live with hard water for any amount of time since I stopped using shampoo, but apparently that works quite well.

The thing that's making your hair waxy and sticky is definitely hard water... I live in an area with hard water and my hair looked terribly after about two weeks of no 'poo (BS + ACV used at the ends of my hair). I read about BS not functioning in areas with hard water and that made me a wee bit desperate... I went to visit my parents to an area with soft water after the first two weeks of no 'poo and the soft water really made a difference! I used BS + flaxsees mucilage (westcoastred's recipe is really helpful) and my hair was soft and silky... However, the problems with hard water were back as soon as I returned home ( ... )
