from my own personal experience, you're doing too much to your hair and using the ACV too much. if you really want your scalp to adjust to "no poo", then try doing the BS/ACV only 1-2 times a week. less is best and will facilitate the "detox" period. it took me 9 weeks to totally get a balanced scalp and yes, there were periods of greasy hair, but nowhere near as bad as i expected once i gave up my twice a day shampoo wash! try not using ACV on the days you don't do BS/ACV and use water only.
also, you might want to try bentonite clay. you'll probably be able to pull off a week without washing (bs/acv). it saved me during my adjustment period.
It took me several months to get to a point where I could go 5-7 days between washes. I would wash every other day with the BS/ACV and then just water rinses between for a few weeks, then I would gradually increase and add one day in there every few weeks. I just went with what my hair told me (if it was greasy, I washed.)
I would recommend, like the PP, that you skip the ACV rinse on nights with no BS. Vinegar can actually encourage oil production if not used with something else (of if you use too much.)
I weaned myself down to doing baking soda washes once avery four days by doing ACV rinses-only on the days in between. Eventually I noticed that I wasn't getting greasy enough to bother with BS washes at all any more, then started doing water-only on the days that I didn't do an ACV rinse, and increasing that until I noticed I wasn't getting greasy enough to bother with an ACV rinse at all. I only do a vinegar rinse once a month now, the rest of the time it's water-only. It took 8 weeks from my last shampoo use to being water-only.

I think I will do water-only tonight, then probably ACV tomorrow night, since I expect to go swimming...I'll see how long it takes to stretch it out...
