Hard water, itchy scalp and scalp cream

Hello. I have been no poo for about 6 months (Maybe a bit less than?). I am water only, and I wash my hair twice a week. So far no poo has been OK, although I have a few questions.

I live in a hard water area, and have recently moved to student accommodation with even poorer water quality. I have tried ACV and white vinegar but both left my hair lanky and greasy, and irritated the skin on my body. I found using lemon juice the best for waxy build-up. However, I find that the lemon only works sometimes. Especially in the harder water area I now live. My hair is still hideous sometimes, especially to the touch (I touch my hair sometimes and my fingers come away white- it’s disgusting!) I was wondering if I'm using enough lemon juice, too much lemon juice, or the wrong kind of lemon juice? I usually use 3 or 4 teaspoons (don't own a tablespoon, sorry) to a cup of filtered water. The lemon juice is store bought and contains lemon juice, lemon oil and a preservative. I usually wash my hair with hot water, then pour the lemon juice+water mix all over my head and leave for about 5 minutes before rinsing out roughly with cold water. Should I leave the lemon juice in? Should I rinse it out properly?

Secondly- I have eczema all over my scalp. I find lately my scalp is really itchy and the flaking has increased. Could the lemon juice be irritating my condition? Is there anything I can do to help with the flaking or the itchiness? Again, I am a student so something inexpensive and easy to get hold of, and easy to mix up/make, would be good.

This brings me to the last point- scalp cream. Does anyone use specific creams on their scalp? I am interested in this cream here but I'm not sure about it (it's fairly expensive). Has anyone used it? Does anyone use a homemade scalp cream or something similar to deal with dry,itchy scalps? I like the idea of rubbing something in my scalp and just leaving it to reduce the constant itching, but it almost sounds too good to be true. Also- would using such a thing be a bad idea with no poo?

Lastly- would it be really bad to dilute some shampoo and use it just once? I really miss my hair being clean, not just “sort of acceptable looking”. I went on holiday a month or so back and the water was really good quality, I suspect very soft, and my hair was amazing. I miss my hair being like that. I would be using a natural, silicone, sulphate free shampoo and I would dilute it lots. Would this mess up my routine, and would I have to go through the whole horrible transition period again?
