Private sector. But perhaps the government should regulate.

Yet then that raises the question of how they would regulate something that they don't possess access to themselves.

Government research funding is awesome. I mean, if private organizations wanna make their advances themselves, more power to them and I hope they make lots of money. But government dollas be good for Teh Science.
