Hurm... the sword doesn't look of any traditional Japanese design, but that's the only possible feature I see that could be piratey... I mean, who knows, maybe he is a pinja?

His whole outfit looks more pirate-y than ninja-y. The only thing "ninja" about him really is the thing covering his mouth and maybe the braid...but I think the braid's a bit pirate-y in a way, too.
