I figured out how they were setting the flowers on fire.

Exploding tags.

I'm going to go with either the filched them, or they got them from older shinobi in their families and then passed them amongst friends.

And it's okay, just... be careful and don't make sure they have any. I've taken to confiscating them everyday before class, it's cut down on the fires.
