I would do one that scales. Mostly because I've just discovered new and funky ways to do this. Previously, I have made 3 versions and loaded the biggest one that could be used with the screen size; but this was finickity and not the perfect solution. Have also just made it for 800x600, but that means it will look tiny on bigger res. Scaling is the way to go. I wouldn't consider ignoring the 800x600 25% (is it really 25%), mostly because our clients all require them to be catered for. But also, because it's better to have white (or other) space on the page than to have to scroll horizontally. IMO.
But at work, where the screen text is set to Medium for some pointless purpose and they don't let you change it, scaling sounds like a good thing. You never know what processing is happening at the user-end.
