Nope. I think what happened here is that the car left the state in my mother's possession then came back to my possession from out of state. Either that or they've decided to change the rules again. Not like the state hasn't done something like that before.

Dorothy is indeed covered under OBD-II but they still make a physical inspection. And my cat shield is fluttering, there is a small hole in the cat, and my muffler has had it. Likely about $200 in parts if I do it all myself.
I don't really begrudge the testing, the timing is just bad is all.

So, what's your specific issue against passing? A '98 should be covered under OBD-II rules.
I envy your geographic advantage; they still list a "full service" test station in Crystal Lake - the one in Elgin closed shortly after we moved here.
