Is it the pictographic nature of Janpanese kanji (excuse sp.) that makes that possible or is the Japanese language just that much more complex than English?

I'd say so, yes. But it's unusual for them to be so literal. There are a lot of nonsensical combinations of characters ("moon" plus "temple" means "time", or "woman" plus "child" means "like". Weird.)
So really, you'd expect the characters for "snow, moon and flowers" to mean "detergent" or "Belgian sausage" in Japanese.
