Stained glass design on yellow cabs

Today, I noticed a yellow cab with a stained glass floral design on it's hood and the trunk. Usually I see ordinary yellow cabs but this one stood out. Is this a new design that is being tried out for cabs? Is this a promotion for something? Somebody's artwork
