April 30, 2012 - Scrapbook, LiveJournal’s exclusive photo-hosting feature for Plus, Paid and Perm accounts, is being replaced by...Scrapbook. In a continuing effort to improve site features and performance, LiveJournal is planning a complete overhaul of Scrapbook. The “new and improved” Scrapbook is expected to go live within the first half of May

I have not personally tested the rename aspect, but I would guess that if the rename links are working now, they'll work after the migration. (That right now, OriginalLink redirects to RenamedLink -- this would just be adding one more piece to the chain. Original to Renamed to NewScrapbook.)

For your other question, if the image physically exists in both galleries as different URLs, then they would both be moved over -- they are actually separate images, and therefore both would be moved. But if it was uploaded one time and then just added to other galleries as a reference, where the image in both galleries is actually the same URL, then the image will only be copied to the new system one time.
