Basic Accounts
As we noted in our last News post, as of today users will be able to downgrade their account to Basic through the Manage Account page. In addition, visitors who are not logged in to LiveJournal will now be seeing ads on Basic accounts and communities; the experience of logged-in users will not change.

I know, right?! And in this brand-new community, they even have the following:o Board members expressed concern about the proliferation of LiveJournal official communities - Management made clear that refining these was an important part of plan to update LiveJournal

Question: 20% discount for a paid account sounds good, but I like the 100 icons that come with the yearly New Year's offer. How's that work?

By "will be able to" do they mean have to or have to pay, or do they really mean that its a choice?
