"S'up" in American English slang is a very informal greeting. The cat in picture has the posture such that one might easily imagine it using "s'up" as a greeting, so someone put that word onto the image of the cat, and cat plus word has become a very popular "cat macro". Since the name of the company buying LJ is SUP, and SUP is (to a certain extent) greeting us with this post, this particular cat macro is something of a pun.

Just for info: in Russian SUP stands for 'soup'.
