Um... what? I'm not sure where you're getting that ...
In 2002, the USGS was forced to reverse course after warning that oil and gas drilling in Alaska's Arctic National Wildlife Refuge would harm the Porcupine caribou herd. One week later a new report followed, this time saying the caribou would not be affected.
Their reasoning, it seems, is that the USGS told them something, they said OK and went with it, and then a week later the USGS said "oops our bad", making the government look stupid -- so they're setting guidelines hoping that won't happen again.
What surprised me was the government setting mandates on research (especially since politicians aren't scientists), but if that's the reason, I can see why ...
